The aim of the programme is to support the alignment and delivery of national, regional (NHSE) and local strategic approaches, specifically the SY ICP Bold Ambitions ‘Working Together Pathway’ (caring workforce) strategy for an integrated workforce.

We will have a connected, effective and efficient caring workforce. It will be robust to withstand ongoing challenges of the future by working alongside each other supporting and delivering care in line with central government directives, national priorities, regional strategies and local partner plans for workforce.

To enable sustainable, resilient and integrated home (domiciliary) care – community based services by:​

  • Identifying of training provision​ for DHA
  • Developing Governance for DHA
  • Re-engineer Financial Flow to enable community delivery of DHA
  • Identifying workforce redesign connection to the  new enhanced care worker roles (DHSC – Care Career Pathway) to include DHA
  • Identifying and mitigating barriers in access to training​/development for social care workforce
  • Test modelling and solutions - new training where applicable​ in Sheffield Pilot sites
  • Provide evaluation report to support scalability and replicability wider region and national policy​
  • Support - Primary Care - Prevention agenda

Delivery of a structured project to identify opportunities for workforce redesign across home care services, with the capability to include Delegated Healthcare Activity with a view for inclusion in the newly developed L3/4 Apprenticeships (IFATE)

1.Utilise the QSIR tools for Project Activity – i.e Stakeholder Analysis, Fishbone (QSIR), Sustainability and Spread, PDSA Cycle – Pilots (Sheffield based)

2. Review requirement for new training over and above existing apprenticeships and programmes engaging with IFATE as appropriate

3.Testing of new approaches in terms of role development / training development / enablers to access to training (From April 25/27)​

4.Full Evaluation to inform replicability and scalability across North East and Yorkshire and wider - national policy

5.Publish and cascade modelling and governance structures to support the Delegated Healthcare Activity Framework Delegated healthcare activities guiding principles November 2024
